In Shoppe Pro Ultimate, you can set up a custom shipping method that will give your customers the option to select free Local Pickup.  You can even set it to only appear for those who have entered your state or province as their billing or shipping address.  Here is how to set that up.

- In your Ultimate admin, select Cart Settings > Payment & Shipping > Shipping Management
- Click the Custom Methods tab
- Click Add a New Custom Shipping Method
- In Carrier Name, type something like:  Free Local Pickup ("Your City" only) --- (Change "your city" to your actual city)
- Choose "Price Based"
- In Countries, select "United States" (or your country)
- In States, select Your State.  This will make this shipping option ONLY appear for those who enter their address as your state.
- Click Save Changes
- Now in Min Amount, type 0, and in Max Amount, type 99999, in Shipping Price, put 0,  and click Add.

That's it!
